What is the IP to test network speed?

We're in Seattle, WA. West Coast of the USA. We have 5 different backbones you can choose from:

1. PCCW Only: A chinese backbone that maybe best for people in China.
You can test the ping time by pinging 63.216.14.62. You can test our network download speed by downloading http://63.223.73.100/gaim.exe

2. Custom: Consist a mix of Savvis, XO, Level3, PCCW, Comcast, Cogent
